New Evaluation System for P.M. Singh’s Cabinet

Manmohan Singh is re-defining official accountability during his second term as India’s Prime Minister. In a unique move, P.M. Singh has requested his ministers to submit a performance report detailing their specific operations during the past six months. In the Parliamentary system of India, where MPs are use to facing the electorate every five years, this mechanism of intra-institutional review is indeed welcome.
However doubts remain over whether the Ministers will oblige the P.M. and what options does the P.M. have in reprimanding non performing Ministers? Will the performance reports be made public?

Though the move is commendable, it requires streamlining to move beyond political rhetoric into emerging as a genuine tool of official accountability.

    Its so surprising that Its not a regular practice.

    I am sure some ministers would have no clue about whats happening in their cabinets.

    If they are evaluated independently, i would be surprised if even 10% can justify being retained.

    first austerity drive, then performance management and who know what will come next. The way things are going it looks more of PR, Gimmick exercise then any real thing.
    What Performance ?? One page letter that asks ministries to submit their performance !! what were their goals ?? What are they being measured against ?? All the “W” here are missing. I am perfectly fine if govt decides to hide this from people but it looks like the ministers themselves are not aware that they own any accountability !!
    It is time Indian govt and PM realizes that his good intentions need proper planning and execution and if he wants people to appreciate his govt’s good work then he doesn’t have to ask for performance report instead he has to develop a transparent (to people) tracking system which shows each ministries PERFORMANCE. Time to “do” things rather than creating an environment to show things are being “done”.
